Second childcare centre application for Rochedale South St

Councillor Lisa Bradley has today sent out letters to residents and businesses on Lamorna St at Rochedale South to warn of another childcare centre application, following on from a three month campaign to stop the first child care centre from being built on the residential street.

“It’s unfortunate to inform you of another Childcare application at 28 Lamorna Street, Rochedale South, bordering on Rochedale South State School,” Cr Bradley said.

“In my opinion this is salt on a wound for a community who have petitioned against another application for a Childcare at 36 Lamorna Street.”

Developers Property Projects Australia, who are not based in Logan City, want to build a two-storey 783 sqm childcare centre, with 26 car spaces and outdoor play areas on both levels.

If successful, the 98-place centre at 28 Lamorna St, Rochedale South, will be one of six childcare centres within a 1km radius.

Locals have been informed and have taken to social media to express their anger and concern. This comes off the back of them spending the last three months fighting off plans for a two-storey centre for 100 children at 36 Lamorna St.

Both of the proposed childcare centres back on to Rochedale South State School, which means neither have to undergo impact assessments. They only have to meet requirements under the Queensland Development Code for education centres.

“It is important to note that Council has no ability to stop or prevent development applications from being lodged by multiple parties for competing proposals, as this is allowed under the State planning legislation,” Cr Bradley said.

“I have sought advice from officers on this application and have been advised although their assessment has just commenced, based on their initial review they have critical concerns with the scale of the proposal and don’t believe they’ll be able to support the application.

“Officers have also confirmed that residents are welcome to ring them if they have any queries on the proposal.”

Cr Bradley said officers are continuing to liaise with the applicant, however there are unresolved issues from officers’ perspective, including the scale of the proposal and the proposed stormwater system.

“As a result the applicant has elected to again use the ‘stop the clock’ provisions under the Planning Act 2016 to pause the Council decision making period while they attempt to resolve the outstanding matters,” Cr Bradley said.

“On 27 October 2020, the applicant gave Council a ‘stop the clock’ notice stopping the current period by 20 business days, until 24 November 2020.”

As the applicant has issued Council a notice stopping the current period, a decision cannot be made on the application until 25 November 2020, unless the applicant withdraws their notice prior to that.

Below are some further details for the second child care centre proposal.

  • A two (2) storey Childcare centre with 26 undercroft car parks provided at ground level as well as indoor area and outdoor play areas spanning each level;
  • A capacity of 98 child spaces including sixteen (16) full-time staff;
  • Site cover of 63.2% of the property;
  • The site would be filled at the rear to provide the grades necessary to direct stormwater by a new pipe to a connection location with Lamorna Street road reserve after initially being captured via on-site detention;
  • Acoustic fencing and above ground barriers will be required to achieve acoustic requirements;
  • Stormwater quality treatment will be proposed in landscaped areas;
  • The existing sewer at the site is proposed to be re-aligned to cater for the proposed building;
  • Low level landscaping is proposed around the perimeter of the building, with a small area of deep planting for mature trees in the front boundary clearance.
