Inside the Groundscraper: How QPS HQ Was Designed to Last
When architect Dr Noel Robinson OAM began designing the Queensland Police Service headquarters in 1988, the brief was unlike almost anything else on Brisbane's drawing boards at the time: a building that had to be beautiful, functional, and capable of withstanding a bomb blast.
Robinson, then working in partnership with the firm Bligh Jessup Bretnall — fresh from master-planning duties on Expo 88 — describes the project as one born from a rare moment of civic confidence. The post-Expo atmosphere had left Brisbane unusually receptive to ambitious architecture, and the Queensland Police Service was among the clients pushing for design that matched those aspirations.
"We were in a great period of design excellence where people were euphoric about their aspirations," Robinson recalled in a recent interview at the building. "This was one of those periods."
The result was a structure Robinson calls a groundscraper — a deliberate counterpoint to the skyscraper typology. Rather than stacking a modest floor plate high into the sky, the QPS building spreads across vast horizontal plates of roughly 5,000 square metres each, putting its total floor area on par with the taller Riverside Centre across the city. The inward-looking design draws on European courtyard planning traditions, from Parisian haussmann blocks to Copenhagen's enclosed residential courtyards.
At the heart of the building is a soaring central atrium, which Robinson describes as both a practical and psychological anchor. The space was designed to help occupants orient themselves across large, open departmental floors and to foster interaction between teams. A continuous skylight ring at the atrium's perimeter draws dappled natural light deep into the building, reducing reliance on artificial lighting and trimming energy costs that would otherwise accompany such a large internal space.
The atrium also performs a critical safety function: fire dampers built into the roof structure are designed to open automatically, allowing heat and smoke to vent in the event of a fire. It is passive engineering that eliminates the need for mechanical intervention at the moment it is most needed.
Security considerations shaped the exterior just as deliberately. Robinson says the building's heavy, grid-framed facade was engineered to be bomb-proof, a requirement that informed almost every visual decision about the structure. To prevent the massing from reading as purely fortified, Robinson's team added a curved, light-blue floating roof cap — an intentional counterweight to the solidity below.
"We made the outside of this building bomb-proof, so that's why it looks fairly solid," Robinson said. "But we also wanted to make it look light — so the top could be light."
The solid, low-glass exterior also yields a secondary benefit: thermal efficiency. Less glazing means less solar heat gain, reducing the load on cooling systems and lowering the building's running costs compared with a glass-curtain-wall alternative.
Robinson is candid about the building's limitations by today's standards. Designed before circular economy principles entered mainstream construction thinking, the structure was never planned for disassembly or material reuse. Modern projects increasingly specify components that can be removed and repurposed; the QPS headquarters, should it ever be demolished, would come down in the traditional manner. Concrete additives that now improve embodied-carbon performance were also not part of the specification in the late 1980s.
One planned feature that did not survive to completion was a kinetic water wall at the atrium's base, intended to create a calming ambient soundscape at entry level. It was ultimately replaced with a white light installation — a change Robinson accepts gracefully, noting the atrium continues to function as an inviting public space within the building.
More than three decades on, the Queensland Police Service headquarters remains one of the largest single-floor-plate buildings ever constructed in Brisbane, and a durable reminder of the design ambitions that briefly redefined the city's skyline — by refusing, deliberately, to add to it.
